Autonomy proposal, new element that would generate dialog (Moratinos)

Morocco's project to grant substantial autonomy to its southern provinces -the Sahara- is a new element, of "indubitable interest", that would generate a new dynamism of dialog so as to get out of the current impasse, said Spain's Foreign minister.
